I don't really see anything difficult about hitting non-moving infantry targets with the TV missile...

It's not difficult, it's just funny. All they hear is a rocket sound and then they're dead, no explosion sound usually so it's like a silent kill.

how do you control the missile so well? every time i use it, there's 2 seconds lag where it doesn't respond and then it jerks all over the place.

ya the "patch" DICE released nerfed the TV and made it harder to control. It seems like the response time from mouse input to missile output is dependent on the connection to the server, this makes it harder to control but now I can hit helicopters a lot more often. You just have to practice with it and get used to how it moves.

I haven't seen anyone on consoles with tv missiles yet. Never been killed by them. I feel special when I get a kill with them.
