This is a remix of the song U.N. Owen was her? composed by the creator of the popular Touhou Projects which are a series of 2D shooting games. He goes by the name ZUN (Speculated name: Jun'ya Ota.)
The theme song itself has become highly popular aswell as subject to countless remixes.
U.N. Owen was her? can be heard in Touhou 6: Embodiment of Scarlet Devil and plays during the encounter with Flandre Scarlet who is this game's extra boss.

The remix was created by Aqua Style who themselves are a group of Dojin (Doujinshi) artists.

This remix was made to promote Flandre's appearance in their promotional dojin video: Touhou Kitougeki: ~Supreme Duel~II

I first heard this song in a stepmania video and noticed that some people wanted it. I decided to do my best to find it and I found it!

This is an extension of the original file which was around 30 seconds shorter. I did not alter the sound in any other way than extending it.

Not according to the original derivation of the word. Flandre is clearly a loli though as her anatomy is the same as that of a child.
