This pigeon is doing nesting behavior. If it's a female she wants a nest to lay her eggs. If it's a male, they still have nesting instincts and he's just wanting to build a nest because he is bonded to you and thinks of you as a life long partner. If it's a girl, get a basket with a towel in it so she can lay her eggs

It probably has PMV,it wants a mate,or a leg that did not heal the right way.

There is something wrong with the right foot, maybe a broken leg. I'm kinda late but I hope its doing better.

Its either feeling a bit broody as you say or it could be just wanting a bath. Being a pigeon its probably a bit confused itself. I am fairly sure the bird isnt ill. Just having a funny five minutes to keep you on your toes.
thats not good/regular whatever it is. it could be either a disease that effects its equilibrium or more likely, because of the ways its legs look, if its a female, an egg could have broke or got stuck inside of her

Hi there! It turned out, that it means the female pigeon is getting ready to mate/make an egg! I guess in nature that's how they scrape the ground & leaves etc, when they are getting ready to build a nest for their eggs! :)
