I have 4 lamps in this model in my house 3 in 175w mercury vapour and 1 in 250w sodium

they do make hps that dont cycle insted of cycyling they just glow dimly at the end of their rated life.

Must've been cycling.
High Pressure Sodium lamps tend to cycle when approaching the end of its average rated life.
