This is a tank of the Zoo Aquarium of the Cologne Zoo called "Kölner Zoo".
It's the footage of the 3rd Zoo Trip for fischbottich.de.

lawnmower blenny or Jewelled blenny / Juwelen Felshüpfer (Salarias fasciatus)
Mondsichel-Junkers / Lunare Wrasse (Thalassoma lunare)

That's a very cool fish.

It's called: Messmate pipefish (Corythoichthys haematopterus).
