Whats up with pulling the mags out after the first rounds been chambered?

It's a way to check if a round is chambered on a double staggered mag, especially in the dark. You feel what side of the mag the top round is ("right" or "left"), insert, rack, pull, and feel again. The top round should be on the other side.
