Just an idea here but you might like to check to see if there are any city ordnances about noise polution, then check weather they have to have a licence for speakers out on the sidewalk, they may be breaking the law by having them that loud, next time take a noise meter and get some readings.
use of loud noise to annoy a person is a classic torture technique, in fact the US millitary has these super powerful semi truck trailers they had built recently for crowd control.

Lol, I agree completely. Gave it almost that surreal atmosphere you'll find near the happy ending of a movie. It's as if at any minute, there'll be an epilogue saying "The Church of Scientology disbanded in (year), leaving th Free Zone to practice in peace. And Billy discovered that, in the end, the cake offered by Anonymous was not a lie."
