How to make a minecraft server - portforward with netgear

Okay, I've done everything as follows... I'm attempting to port forward for my minecraft server and i type in the default minecraft ports (25565) and do TCP/UDP and i put in my IPv4 (which is 192.168.1.3) and i enter my IPv4 into the server.properties. then i go to ipchicken and get my ip. Though i have my ip and did everything correctly, no one can connect to my ip/server. I can join my server using the 192.168.1.3 (the IPV4) though. If someone could help me, that would be great. Thanks.

yes, it works on any platform of computer. it may vary depending on your internet service provider or router (mine is netgear)
