Raman has to do with symmetrical bending and stretching modes, FT-IR rules the asymmetrical. The principle is the same. If you want to find out more then try looking up info on Group theory as molecular symmetry determines the IR activity. This video is over simplified but is sufficient for the typical Organic 1 & 2 survey class. Hooke's law doesn't quite cut it in the end. Moreover, the near and medium IR spectrum is utilized, not the so-called "thermal" band. Anyway, nice cartoons I guess.
