well, lorrblade is worng. It i clearly stated in the book that they mean the Imperial Academy. If there was a Rebellion Academy, there would always the present danger, that the Empire finds them, this doesn't make sense. Also Biggs tells Luke, that he made friends at the (Imperial) Academy who want to make contact with the Rebellion and join them.
