No... I think what was meant was terrorists oppose one world governments. Not anyone who opposes them.
I think we all need to be clear on the fact that a one world government is now an indeniable possibility. And we have to make sure that if we do transit to such a type of government, we need to do so PROPERLY, and by properly i mean, fairly, liberally, unbiasedly and open-mindedly.
But most importantly i think we need to watch out for restrictions of freedom.
