maybe those clay soldiers were used more than just for his tomb, they would have made great decoys as the wall guards in some of the mountainous areas, but I guess there would have been some record of that.

The Gobi Desert must have been a fertile area at that time. Otherwise, they wouldn't have settled their civilization there, with all their talk of eating and drinking guards. I guess once the wall-builders were conquered and driven out, the place must have turned into a desert.
