No man, the reason that it's not the police doing stuff like this or Dateline is because it is entrapment. To be honest, it's a shame because at least this way they get arrested before they manage to actually harm someone, but it still stands that they may not have done it otherwise.

Entrapment would be, "I have a gun to your head, steal this car or I'll pull the trigger." Or, "Steal this car or I'll put you in jail." "Steal this car because you are under duress in some fashion."

That's to say, in any other instance, they WOUDN'T steal the car. Not, if the car was not there, then they COULDN'T steal the car. There is, in fact, a difference.
