PORTLAND, Ore. - The city's homeless now have a new place to call home.The new Bud Clark Commons opened Thursday near Union Station.The eight-story building named after Portland's former mayor will house 220 homeless people but it came at a cost - $47 million, of which taxpayers covered $29 million.
