Not convinced that implants aren't a red herring. They are already collecting Biometric data and you don't even have to consent. Facial recognition is becoming more and more common. We already allow ourselves to be tracked with the internet, cell phones, GPS and debit/credit purchases. They have the same control over everyone even the unwilling. It's one thing to try and force a chip onto everyone. It is another thing to just instal a thumb scanners everywhere and insist that you cooperate.
