Anywhere above about 700m would never have had trees growing on it naturally, the soil is too thin and the climate too harsh. I'm pretty sure it's mostly the frequency of gales that means they can't grow on the upper half of the mountains.
I agree the place would look even more amazing if the ancient forests in the glens were still there.
