she's referring to a neighbour who's a thief (buglar, robber, rogue) and is exerting his influence on the youngsters in the neighbourhood without their knowledge of what his source is for such lavish lifestyle.
also to the supposed nice lady who's dating him.
she's talking to her son not to follow in the footsteps of this rogue. she uses an african proverb which literally means 'a child who causes trouble and stops his mother from sleeping at night will himself not close his eyes'.
