Definitely "Hot Fuzz" because it's a clever spoof of Hollywood action movies and British crime shows, as well as a good buddy movie.

"The Other Guys" on the other hand is a Hollywood action/comedy buddy movie which contains some self mockery, but unfortunately (IMHO) isn't particularly good - I'd rather recommend the classic "The Hard Way".
