President John F. Kennedy spoke from the steps outside his office near the Flower Garden at 11 a.m. In his opening remarks he referred to U.S. Senators George A. Smathers of Florida, Peter H. Dominick of Colorado, Barry Goldwater of Arizona, and Kenneth Keating of New York.
General O'Donnell served as Commander in Chief, Pacific Air Forces, from August 1, 1959, to July 31, 1963.
