maybe there are more versions but i didn't include them.

Richter its amont the most powerfull belmont ever, this is dew to the fact hes one of the few...if ont the only one with the vampire killer whip at lvl 2 from the begining:
lvl 1 leather whip
lvl2 chain whip (the one richter uses)
lvl 3 energy whip

@Jlmjig It's probably subject to debate. The language used to describe Julius in AoS could be interpreted to mean he's the best current Vampire Hunter, or as the best ever. The same could be said of Richter and how Alucard describes HIM as the best (though Julius wasn't born yet, so there's that).
Going off of what each one is capable of in their games? Goes to Richter. In SotN he can literally one-shot many bosses with Item Crashes.

You just dont fuck with a man in blue denim carrying a whip. The awesome level is too high that the sight alone is enough to kill anyone caught looking.
