If he really used state funds to pay his private trip, then he must be punished.

No, he should get a divorce and then marry her. For purchasing a business class ticket to Argentina with state funds, he should go to Federal prison for four years. You may recall in was the Governor that said "smoking marijuana makes White women want to sleep with colored men." They should run this asshole out quick.
