I've always uploaded PAL videos at 768x576 ever since the olden days of YouTube, when they had only 480x320.
These days if I have PAL 4:3, I add some black padding to the sides and scale it to 1280x720. This is the only way to force it to display as "HD", which in YouTube playback means 960x540. That's right: Even if you upload as HD, you only get 540 not 576 so it's still not as good as PAL.

Yeh well I couldn't change the 'picture frame' size, so instead I changed the size of the 'picture' :). Now instead of down-sizing it to 720x480 I have been up-sizing it to 1024x576 for wide screen (eg. watch?v=iQkg0kQEj6M) or just leaving it at 768x576. This is because YT now allows for higher resolutions and scales properly for PAL.

I dunno, you must be the only person doing this deliberately. Sure, you get the 33% black space (or 25% when you factor in the normal cropping on "TV safe" pictures) but the alternative is ugly ... at least that's what everybody I've spoken to says. We don't stretch when we get a photograph and it doesn't match the picture frame ... we either crop it, or change the picture frame.

I never said Foxtel stretched it at broadcast, you stretch it with the decoder, and there is nothing 'wrong' about doing that at all. It gives you a full picture instead of having half the TV taken up by black space.
Why 720x480? Because it looks better on YouTube as I said before. 768x576 does not fit nicely into the player and has ugly black bars at the sides, which looks far worse than having them at the top and bottom of the picture.

Er, no: Foxtel don't stretch the video to 16:9 at broadcast, but if you set up your Foxtel decoder wrong, it will stretch it for you. That doesn't make it right, you know.
Why upload it at 720x420? Why not the original size of 768x576? It started as 576 lines. And the picture was made in 4:3 so therefore 768x576.

Because it is 16:9. Sky broadcasts in 4:3 (well did when this was recorded, they have just recently gone wide screen) but Foxtel is set to 'stretch' the 4:3 signal into a 16:9 picture (for viewing on wide screen TVs). So the picture is in 16:9, even though it is sourced from 4:3.
Aside from that this video was uploaded in what I call YouTube wide screen (720x420). This was done to make the video look better on YT. Personally I prefer black areas around the top and bottom instead of the sides.

why not add on the TAGS section "yt:stretch=4:3" to fix the aspect ratio?

Sky News is much better than the BBC from 4:47 to 4:59 is the best part, great video, 5 stars!
