There was NO PACT. When Pat Roberts mentioned a PACT he was referring to the Haitians practice of their tradition spiritual system which is Voodun (mistakenly called VOO DOO) as they implemented their sppiritual reliance to aid them in the HAITIAN SLAVE REVOLT.
