I understand the premise, but not your conclusion. If someone breaks a window, and you get it repaired, YOU have had a loss, but NOT the communety. The only way the communety have had a loss, is if you hired foreign workers, that took the money with them home. Also public work is important, maintaining/repairing/creating the infrastructure is crucial. Accelerating some public work can be very useful to stimulate the economy. With public work, I don't mean wars.
