I agree, when i learned the reversal window was 4 frames my jaw dropped. I guess they felt wake-up and block pressure was too hard to overcome without it.

1:00 - 1:17 reason why SSF4 needs smaller reverse windows especially when there r powerful FADC to ultra moves nd command throws (ex especially) that 3x throw was all set up because of the large reverse window.
