oh of course that is how this devices use is justified. Some idiot will be instrumentalised by govt agents or govt agents will, from within a riot situation, covertly use a 'home made' one on cops.
There is documented evidence of how the petrol bombs used in the Paris 1968 demonstration were supplied by government agents.

100% PURE AWESOMENESS. Now soldiers will have to do this once a year as well as the gas chamber. I can't wait to see it used on an actual riot. The last one I had in South Korea we were using shields and no clubs. That sucked.

2001, the USMC announced a new weapon, “active denial technology”. It produces enormous pain by allegedly boiling the molecules of water in the human skin without damaging the skin itself. An article published in New Scientist, it employs pulsed electromagnetic radiation at a frequency of 95 GHz with a range of about 600 meters. The ADS weapon’s beam was reported to cause pain within 2 to 3 seconds, and becomes “intolerable after less than 5 seconds”.
