No, in other words: 'keeping the internet as it is now'. Or would you rather pay for a package of websites each month and not have the freedom to visit anything which isn't included in that package. What you'd also be doing is taking away any possibility of new projects becoming big: no one will pay for access to an unknown site, hence no one can even start a new internet project or gain success in any way. It's censorship, plain and simple. You might be all for that. I'm not.
