I believe that's David Patrick Kelly. He's been in a ton of stuff, but I remembered him from Ford Fairlane :p

The marginal acting is made all the worse by the bad writing, for certain - but it's the HORRIBLE use of a classic song that doesn't even match the content in the least that makes this seem worse than it actually is. The cutscenes don't match the music at all. It'd have been better to listen to a cat dying from chainsaw wounds than to hear that song misused so handily.
