This is how fast my mouse cursor tracks. Watch my fingers on the trackball, and see how little movement I need to make to go all the way to another corner of the screen.
I use a trackball, and I have my computer's tracking speed cranked *way* up—even past the maximum value of the slider. I used the defaults command (http://favstar.fm/users/wilshipley/status/5327751849) to set the tracking speed to 9; the slider's maximum is 3. The result: Wicked fast cursor movement with very little finger/hand movement.
As you can see by a few of the targets I hit in the video, I can still be precise, although I am pushing the limits of my fine motor control. This is about as high as I can go. (I assume Wil Shipley is using a mouse; trackballs inherently have higher gain to begin with.)
Don't even try to just jump straight to 9—you'll find it uncontrollable. You need to build up to it, raising the tracking speed one step at a time, only moving to the next step when you become comfortable with the one you're on.
For laptop trackpads, use com.apple.trackpad.scaling. com.apple.mouse.scaling is for external USB tracking devices (predominantly, mice and trackballs).
