A. Karen Burton - 1. Re: National Flood Insurance Program (NFIP): Asked if the Council plans to take any action on the suggestion made a year ago to consider that Kalona participate in the NFIP, particularly in light of the detailed information provided to the Council last year and, with the preliminary FEMA maps showing the flood plains in Kalona. Kauffman's response: "we have not been advised by Doug [Morgan]", the City Administrator who was ill and not in attendance. 2. Re: Repair/Maintenance on the Civic Center/Rec Center: in the last Council meeting Doug Morgan and Karen Christner emphasized the importance of referring to the work as "Repair/Maintenance" so as to avoid competitive bidding -- Burton questioned that interpretation of Iowa law and urged the Council and Administration to review Chapter 26 (Iowa Code) and the flowchart on the Iowa League of Cities website; additionally, she said "As a taxpayer I don't want competitive bidding to be avoided."
B. Kauffman noted Sheriff Dunbar was unable to attend and if anyone had any concerns he could pass them on to the Sheriff.
5. Old Business
A. Council approved second and third readings and final passage of ordinance adding stop signs at intersections of 2nd and 3rd Streets and C Avenue
B. Start discussion of funding aid for Kalona Elementary School Playground Committee, recommended by Lafaurie.
