I tend to agree less with Cenk on this one and more with the other guy.
Another thing too: read "Audacity of Hope," Obama believes that "elections matter," meaning that Obama probably believes that if the public option can't get through the senate, then Democrats need to work harder on winning hearts and minds of voters to make the senate more progressive, rather than "lean on" senators to get those last few votes, and risk political capital.

Perhaps it is because the economy as a whole is now no longer going down, but is no at a straight point. The idea is to get it to go back up at this point.
Unemployment is not immediately synonymous with the economy. Check the stock market.
So yes, despite the issues of the nation still being very real, I do believe the recession is over.
