Oh, the humanity! This is all done with ordinary aprty balloons tied with strings and arranged in different configurations on the ground before being filled with helium and left to the elements. The rest is imagination, supersitition, idiocy and, possibly, exploitation of the gullible.

Yes, it is an intelligent phenomenon. Those ordinary party balloons are actually more intelligent that those UFO "researchers".
