u have to have a open area and a floor (not grass)

go into build mode then click on stairs, make sure u have flooring (not grass) then place the stairs anywhere u want then click on next floor or page up (2 go down press page down or down a floor which is under up a floor) then u have 2 make flooring 2 put items on
