Within the frame of Vietnam Innovation Day 2007 on Traffic Safety, the World Bank in Vietnam organized a Knowledge Exchange Forum for participants and visitors to exchange their ideas on Traffic Safety. One of the activities that drew most participants named "How to make a film in 3 hours". In this session, participants learnt how to make a short documentary film using portable low-cost filmmaking equipment. Different 'film crews' made up of participants learnt how to film, conduct an interview with camera, create a storyboard and make an outline script for a documentary film of between 3 to 7 minutes. The theme of the film was Traffic Safety, the same theme as the Innovation Day event, interlaced with images and comments about traffic issues. After the theory and pratice session indoor, participants them filmed the traffic on the street. Some of them focused on violation of traffic law, which may lead to an accident. At the end, the film was edited by the facilitator and was shown in the Award Ceremony.
This activity is also particularly useful for participants from small organisation who want to use this form of media for communications or lobbying, or those only having access to simple video cameras and laptops with simple filmmaking tools back in their organisations.
