@JoHnIsThEmAn287 Because Tokyo is big but has small narrow busy streets, and to think of how hard it would be to drive a heavy rescue like the ones here would be a nightmare, therefore these are perfect for quick and easy accessable routes. These are mainly for the smaller fires in the city, Japan saves the heavy ones for more intense and bigger fires.
