Balseros asesinados por un sistema dictatorial que no les permite viajar de otra forma ni establecerse donde deseen porque son pobres y no pueden comprar privilegios. Los estados, con estas medidas fomentan el tráfico de personas y son culpables de las miles de muertes anuales que se producen por esta causa.
