We all have a group of students that constantly talk throughout class. Sometimes it is disruptive to other students and unproductive. So, let's turn this into an activity, a talking competition. The teacher can set a specific topic to discuss or make it open. If you select a topic this will become more challenging.

Put the students into pairs. If you have a large class, have the students come up to the front of the class. If your class is smaller, monitor the pairs. The objective of the activity is to continue talking for as long as possible. The person who lasts the longest will win the round and go against the next student. Ultimately, there will be one winner, the Ultimate Talker. The teacher can create a special certificate with the winner's name, and post it on the classroom wall.

Set some rules such as, no stopping/pausing, no number counting, no listing off things, no repeating the same information etc.
