That car doesn't have ABS it's clearly completely locked up at the front and still rotating on the rear. Pretty serious stuff.

ABS does not reduce stopping distance. It keeps the wheels from locking, and enables the driver to steer.

That said, the car has clearly been tampered with - all four wheels would lock in that scenario.
