It's called that because it's played in the slums of Midgar, and the slums are underneath a giant saucer which makes it impossible to see the sky. The giant plate is the most prominent feature in all of the sectors in the slums, and it looks like a giant pizza. Barret even calls it this. It looks like a giant rotting pizza since it's made of metal.

Aaaaahhhh I was so young when I first played this part of the game... A friend owned it, and this song and the suburb part really got stucked in my brain. Hell, seing only that little of FFVII was the very reason I bought a PSX.
