IT IS A SKI LIFT! If you would go across 2 different phase of a power line you would blow up like a firecracker. You dont have to be grounded. Besides, those are wheels not insulators.

no, its not, because if you look you can see insulators holding the wiring away from the pole...he didnt get shocked because he was not connected to ground antwhere but he was energized!
