An actual arguement about what he said and not just his blood line: The databases of these government organisations aren't being forced to be on the internet, right now they can control the amount of petty attacks and there are ways to prevent an actual attack with real cyber protection. If the attacks go out of hand the database can easily be put offline and prevent any external access. This is totally not a valid reason for the internet 'not to exist'.
