Actually they don't have that much money, they just take a lot of loans and invest it smartly. Abu Dhabi does have a lot of money though.

Real Estate is down 60% in the worst area's but the building next to the nearly completed spike in the sky are now only 30% off peak. The debt of one of the US or UK banks more than the total of Dubai.

Dubai has little oil, nothing compared to Texas. Just shows what you can do with a little intelligence.
The property boom was fueled by oversea's investors wanting to live in a TAX FREE land and not by Oil.
