How do u get the stones to summon dragons

There is a secret entrance on the side, while collecting the skulls you can charge it but also you can just charge in and hopefully charge it before you are attacked

How in the hell do you charge the amulet? There's no way to get in the city without dying. All the entrances are blocked by beasts
