This certianly is a better answer to the problems FEMA handles. We had too many problems when folks were housed in quickly made campers. Shipping containers offer greater strength than a camper and can be stored on a smaller land mass. What FEMA was thinking when they used campers I don't know but you can bet someone got a massive kickback. If we have milloins of shipping containers surplus that can be assembled in blocks to form 15kft of storage in 15 days you can bet it is better housing.
