This was a 1969 cartoon. I always loved this, such humor Sesame Street had back then. They wrote this with adults, instead of using kids with baby voices like so much stuff today. It was more grounded for learning

"Happy boithday to me! Happy boithday to me!"
Always loved that New Yawk accent

@spicy321 ...It's the late, great Bob Arbogast.
-
Only saw this once in the very early '80s, but never forgot it!
-
The guy should have been like, "WTF?! U PRESENT MY FAVORITE CAKE IN FRONT OF ME THAT I JUST ANNOUNCED, EAT ALL OF IT WITHOUT SHARING EVEN A MOLECULE OF IT WITH ME, AND THEN LEAVE ME IN A LURCH STANDING THERE LIKE A POSER? I DON'T KNOW WHERE U R FROM BUT THAT IS JUST PLAIN RUDE IN MY BOOK WHERE I COME FROM!!!!!!!! I HOPE U LEARN A VALUABLE LESSON FROM THIS SCENARIO BECAUSE THE NEXT PERSON IN LINE MAY JUST KICK YOUR BUTT FOR PULLING A STUNT LIKE THAT!" But he just kept quiet and moved on.

I forgot about this cip.

Seems like a big and rough tough cook with the thick bully-style New Yawk accent and his name is a wussy Clarence.
-
Clarence will learn shortly after this that his cake was a lie.
-

LOL...another funny one! We actually never saw the candle stick maker but I'm sure he was involved with the candles.
