Although, personally my theory is that Dora is insane, I mean, for starters, who is she always talking to? I mean, she's not talking to Boots, cause he's standing right next to her, but she keeps looking away from him and saying stuff like, "Can you help us? Great!"
And Swiper? I don't think he really exists...

Well. She is only four. I don't think she even knows what a president is, ha ha. But I do see your point.
