this happens all the time when i watch live streams online. its just a bit of distorted digital information not a reptilian. you have no proof for or against this being a reptilian so why jump to such a conclusion. my theory is that this is what you WANT to believe.

It has all to do with "key Frames" in the compressed video stream.

Its something like this : The compressing " video codec" first sets a picture in frame.

Then changes in the images(moving pixel areas) , frame by frame are updated.

This is how compressing works (only handling changes).

But the image becomes worse every frame because of the compression method.

This creates the distorted image. note that it will happen with moving/updated areas only.
