The Azerbaijan Democratic Republic was the first successful attempt to establish a democratic and secular republic in the Muslim world (pre-dating the Republic of Turkey; see also Crimean People's Republic). The ADR was founded on May 28, 1918 after the collapse of the Russian Empire that began with the Russian Revolution of 1917 by Azerbaijani National Council in Tiflis. Its established borders were with Russia in the north, Democratic Republic of Georgia in the north-west, Democratic Republic of Armenia in the west, and Iran in the south. It had a population of 2 million. Ganja was the temporary capital of the Republic as Baku was under Bolshevik control. Under the ADR, a government system was developed in which a Parliament elected on the basis of universal, free, and proportionate representation, was the supreme organ of state authority and Council of Ministers held responsible before it. Fatali Khan Khoyski became its first prime-minister. Besides the Musavat majority, Ehrar, Ittihad, Muslim Social-democrats as well as representatives of Armenian (21 out of 120 seats), Russian, Polish, Jewish and German minorities gained seats in the parliament.

جمهوری دمکراتیک آذربایجان دولتی بود نسبتاً کم عمر (۲۳ ماه) که در ۲۸ مه سال ۱۹۱۸ در گنجه آذربایجان توسط تعدادی از سیاست‌مداران ملی‌گرا بعد از منحل شدن فدراسیون ماورای قفقاز اعلام استقلال کرد. جمهوری دمکراتیک آذربایجان اولین جمهوری دمکراتیک در میان ملل مسلمان محسوب می‌شود. استاندارد دمکراسی این جمهوری از بسیاری از دولت‌های دمکراتیک غربی آن زمان بالاتر بود. در آذربایجان زنان برای اولین بار در انتخابات مجلس موسسان شرکت نمودند در حالی که همان زمان در بسیاری از کشورهای غربی زنان هنوز حق رای نداشتند.

ADR granted women with voting rights at the same time it did men - on May 28th, 1918.

It gave women voting rights TWO years earlier than the USA (the latter in 1920th)

I'm not saying a dictatorship is a good thing, nor am I saying that Azerbaijan is a democracy today. I was simply pointing out that a) Iran's government is worse than Azerbaijan's (not to mention Azerbaijan's secular), and b) that Azerbaijan was indeed the first secular democracy in the Muslim world.

However, I agree with you that we should live in a free society, and that dictatorship in any form is bad.
