The only reason this cap & trade system worked is that there was already existing, reasonably-priced technology available to bring about a reduction in the pollutants, primarily sulfur-based, which were causing acid rain.
NO SUCH TECHNOLOGY exists for carbon dioxide. The current cap & trade scheme being proposed is a scam, designed to enrich those who promote it, and nothing more.
