From what I've read there are approximately 10,000 new bills introduced each year. Thats almost 28 new bills everyday. I'm sure a lot of those don't make it out of sub-committees but that still leaves a ton of bills. I would vote for someone based on what they stand for a not on their ability to know in minute detail, all of the bills going through the house at any given time.

The bill entails renewing funding for prevention services and abuse protection. Do you think women who are abused should be neglected such services that they can turn too when faced with domestic abuse?

What actual good is some bill in the house actually going to do to help battered women? My wager is 0%. Making another law that it is "still illegal to physically assault people" is not going to change anything. On second thought, it is probably better that they feel like they are doings something and worry about abuse than mess with the economy since they will only make it worse. It seems callous but it's true.
